An act to provide for Digital Government through the use of Information and Communications Technologies (ICT) across the whole of Government digital services, digital infrastructure, digital skills and for other related Digital Government purposes. 

The Governments of the Federated States of Micronesia (FSM), Kiribati and Nauru have proposed their joint participation in a regional fiber optic cable system to link the FSM island state of Kosrae, and the island nations of Kiribati and Nauru, to the FSM state of Pohnpei which currently connects to the existing Hannon-Armstrong (HANTRU)-1 cable to Guam. The proposed multi- national cable system is known as the East Micronesia Cable System (EMCS).

The Republic of Kiribati (hereinafter the Recipient) will implement the Kiribati Digital Government Project (the Project), with the involvement of the Ministry of Information, Communication, Transport and Tourism Development (MICTTD) and other government ministries/agencies/units on Project implementation as may be necessary.
