Name of the Project: KIRIBATI DIGITAL GOVERNMENT PROJECT (P176108), MICT

Location: Tarawa, Kiribati

The Government of the Republic of Kiribati (GOK), through the Ministry of Information, Communication and Transport (MICT), is implementing the World Bank-funded Kiribati Digital Government Project - KDGP (the Project). The Project will support key focus areas outlined in Kiribati’s Digital Government Master Plan (2021), notably on Governance, Technical Infrastructure for digital government, and e-Government Applications. The project will: support the development and strengthening of a Digital Transformation Office (DTO) for sustainable digital government coordination and implementation; provide upstream enabling legal, regulatory, institutional support and capacity-building necessary for the foundations for digital government and digital economy in Kiribati; finance infrastructure for e-government; support the development of a Digital National ID system, a Civil Registration System, and the linkage between the two systems; and support the development and scaling up of a national government portal consisting of a single window to facilitate citizen and business access to public information, interactions and transactions with Government ministries and agencies.

The MICT now invites eligible individuals (“Consultants”) to indicate their interest in providing the consulting services (“the Services”) for the following Tarawa-based full- time position.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach cover letter, references, copies of certificate and curriculum vitae with description of experience in similar assignments, similar conditions, etc.).

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
